With the return of the Spö to the government, the Super Ministry on the Stubenring with the Agenda Social, Care, Health and Consumer Protection is again a Red Power Center. Minister Korinna Schumann has many plans for many in the coming five years.
In the field of pensions, the government has increased the actual starting age. “There will be no increase in the age of pension and no interventions in the pension account and not for the long -term insurance regulations. That remains stable. However, some measures must be taken.
“Are in the middle of a large pension reform” for women “
From 2026, access to the gang pension – almost the classic form of early retirement – will gradually be limited. The required number of insurance years will increase from 40 to 42. At the same time, the required starting age will be increased from 62 to 63 years. For the time being this only affects men, because at the age of 62 women do not have to go into the hallway pension because of the (even) lower pension connection. “We are already in the middle of a large pension reform for women,” Schumann points out 65 to the gradual increase in prison age.
A partial administration is also introduced. From the moment that access is possible, partly pension can no longer be used. Schumann certainly rejects the fact that the state pension system is in danger: “The story about the uncertain pensions has been around since the 1950s. We have a safe system, it must be adjusted again and again, but in itself it is a stable system.
Criticism of increasing the contributions of health insurance for pensioners
To the annoyance of the pension representatives about the increase in contributions of health insurance, says Schumann: “It is of course a measure with which you are not happy. And I’m not happy with it. But it is already a measure that was sent to Brussels, we could not go back, but we have filled it up.
The recipe costs are frozen at 7.55 euros, the lid for medicine costs is reduced from two to 1.5 percent and more than the medication counter is included. Schumann notes that the Governor of Burgenland Hans Peter Doskozil (Spö) wants to move against the government’s plans: “I understand the care of pensions. The pensions are a high active where you need confidence. But we will be designed to keep the regulations in such a way that it will remain constitutional.
Reform of educational leave until the end of the year
The minister cannot yet say in detail where the Ministry of Social Affairs will save during the budget renovation (each department must shorten 15 percent of the actual expenses). “It is important that we have stabilized the AMS budget. This is one of the most important points because unemployment and qualification are the big topics. The reform of educational leave must go in this direction. In the past, the educational leave was used by employees – often by mothers who have expanded their baby leave. “We focus on low -qualified.” Schumann wants the reform at the end of the year.
Social assistance must also be reformed in the direction of standardization. In addition, the basic security for children must be used – a heart project of Spö Boss Andreas Babler. People want to go back to the original idea of minimal security: offering a network that secures people in need before sliding, but at the same time integrated into the labor market. “This is the goal. This is a big project. Social assistance new has many participants, so the table in my office is now as long as it is,” says Schumann with a smile.
Do not send people in a circle in nursing
Another large piece is care. “We have already been somewhat successful by agreed in the government program to include employees in nursing in the heavy work regulations,” the Red Minister emphasizes. A qualification package is also planned, in which people are increasingly being brought on the second path of education. “It is not only due to income. This also has something to do with how high the loads are and how good the predictability of the services is. This is a very big subject. It is also about designing care in such a way that family members know how to organize all this. There is one-stop shop in the goal.
Concern for rising unemployment
The department head is very concerned about increasing unemployment. In the middle of the interview comes the alarm report that Agrana concludes two factories in Austria and the Czech Republic. 120 jobs are lost in Leopoldsdorf. The minister visibly responds: “This is painful every time. Fate is behind these figures. Unemployment means less income for daily life, for family, for credit problems – it is a huge burden. The unemployment benefit is not reformed, as desired by the ÖVP in the previous government. But the 58-year-old politician reveals that the regulations for small employment in unemployment are tightened: “There will be limitations.”
In the field of health, the expansion of centers for primary care is planned, and it will be about getting confidence in health care. “We have to shorten the waiting times because they are a huge problem for people. The government has also focused on mental health of young people and children and a focus on women’s health. A study recently became public, according to which less than 50 percent of young people from conventional medicine trust and more and more people reject vaccinations. “We will include various vaccinations in the general free health care vaccination program, including Belt Rose. Vaccination is a very stressful topic in Austria, and assuming that is a challenge, “announces Schumann.
