So that the owners involved do not quickly perform basic divisions and withdraw their areas to access the city and an appropriation of the city, the center-left coalition of BM Johannes Anzengruber is his plan in the urgent procedure: an hour before the start of the regular municipal council meeting was planned a week ago.
In the city council, the decision only needs to be approved. Communists, Ali and the Fritz list are expected to strengthen the 22 votes of the government coalition.
In the first attempt in 2018, the civil majority failed
The project has a long and also controversial history, which in 2018 provided the first government crisis of the then young government of BM Georg Willi. After months of discussions, the majority of the city council had spoken against it. The controversial plan offers to show some of the areas that are in the eye – usually up to 50 percent – as a reservation area for social residential construction.

At the same time, a development plan is issued. The affected landowners are almost forced to deliver their properties of a recovery, so that they can only throw away a part. The parts that are displayed as reserved areas must be sold to the city or to a non -profit home association – under cheaper conditions than could be reached on the free market. With a building block, the city finds that the owner is still not looking for a Maas in the law.

The city has already selected 78 property. What criteria are unclear. Other huge areas in the city, such as those of the merciful sisters in the northeast of the city, remain untouched, for example. From a legal point of view, the reservation areas in spatial planning legislation are covered, “unless the basic requirement of the living space cannot be covered differently”.
