The educational leave should not be completely abolished for the time being – but the requirements and checks are becoming considerably stricter, as the federal government has announced. And an introduction immediately after parenting will no longer be possible in the future.
The three -person coalition said they wanted to prepare an “accurate follow -up plan” for the previous model.
The new model corresponds to the original objective of educational leave: possibilities for further training and higher qualification also for less qualified employees to improve their opportunities on the labor market.
With the new model, recommendations of the Auditorscourt and suggestions of the WiFo are implemented:
- Higher time and content requirements
- A stronger check (reporting requirements and proof of success) including the possibility of recovery
- Target -Voltant use through earlier educational advice
- Adequate income protection during further training
Minimum hour size is increased
The minimum extent for further training is increased to 20 hours a week, as part of a study, this means that instead of eight ECTS points, 20 must now be reached. In addition, compulsory educational advice is introduced before the training period.
The most important change: it will no longer be possible to obtain the further training surcharge immediately after parental leave. The costs have exploded, the Economic Minister Wolfgang Hattmannsdorfer (ÖVP) emphasizes Wednesday after the Council of Ministers.
The Neos minister of Education Christoph Return emphasized that education was still the most important. The new model of the “Further Teaching Time” is a directional reform project to keep further training attractive and to qualify with low -qualified people. It is important to coordinate with the employer, so it was also decided that the minimum working hours for the possibility of training period are one year.
New model applies from January 1, 2026
The new regulation will be worked out in detail before the summer of 2025 and will be implemented by the AMS in the second half of the year. The new model will be introduced on January 1, 2026. A maximum of 150 million euros will be available annually.
Minister of Social Affairs Schumann (Spö) emphasized that it must be designed in such a way that everyone “wants to benefit from a further teaching time” should be possible. Exactly how exactly should be selected when the 150 million euros is exhausted, it was left open. They want to concentrate on people with a lower training.
Childcare must be expanded
In order to help young mothers, who often used educational leave, childcare must be expanded nationwide. “Only then will it be possible that women will bring jobs and child under one roof,” says Schumann. But: you are bound by the current, budgetary situation.
