The Rayo Vallecano- Mallorca Yesterday Saturday left us with the striking image when, a few minutes from the end, a fan jumped onto the pitch, forcing the game to be stopped. Something referee Sánchez Martínez collected in the refereeing record: “In the 87th minute of the match, a spectator jumped onto the pitch wearing a shirt and scarf from Rayo Vallecano of Madrid SAD, It crossed the field of play when the match was being played, so the match had to be stopped until the State Security Forces and Bodies removed it from the field of play and the game could continue”
We will now see what decision the Competition Committee regarding the Madrid club of an incident that can be considered serious by the disciplinary body in accordance with article 15 of the Disciplinary Code where it is written in the text “When during a match order is disturbed, the physical integrity is weakened or endangered the referees , players, coaches or people in general, material damage or injury is caused, the field of play is invaded, symbols are displayed or violent, racist, xenophobic or intolerant chants or insults are uttered, or the normal development of the match is noticeably disturbed, the organizing club is responsible… The organizer of the match is also responsible when these events occur as a result of the malfunction of the security services for reasons related to both”.
In addition, the second point of the same article clarifies that “To determine the seriousness of the facts, concurrent circumstances will be considered, such as the production or not of damages; the appreciation of the known risk that may arise, except whether its prevention was mediated by the diligence of the organizer; the influence of the incidents on the normal development of the game; the presence or absence of precedents; the greater or lesser number of people involved…” .
It seems clear that the fan’s attitude clearly jeopardized the integrity of both the players and the referee himself. Fortunately, there are no regrets for any incident beyond jumping on the field.
An event that can have different interpretations, but everything indicates that it can be considered serious, both because of the aggression and the fact of interrupting the normal progress of the meeting. According to article 107 regarding the change of order of a serious nature “When on the occasion of a fight, the events as specified in article 15 of this legal system appear, and are classified by the judge as serious according to the rules . which provides for the order used in its section 2, and this is the first time in the season, the responsible club will be fined up to 6,000 euros and partial closure of the sports facilities for a match, warning it of the total closing their sports facilities in case of recurrence”.
Moreover, the second point literally says that “Throwing some balls, or any other element on the field of play from the stands, regardless of whether he is the game or he is not confined? Article that can be accepted if the disciplinary body understands that jumping on the field can be considered which is a throw. There is already a precedent for throwing balls in a classic at the Camp Nou that forced the match to be stopped and ended with a closing warning penalty and an economic fine for Fútbol Club Barcelona.
Another possibility is because the Competition Committee understand that there has been a removal of Rayo Vallecano’s security measures, where the club will be exposed to fines between 6,001 and up to 18,000 euros.
The best of the scenarios is the interpretation from the federative body that the proper duties in the organization of the meeting have not been fulfilled, as established in article 132 of Disciplinary Code. This will leave the penalty, according to the aforementioned article, of only 602 euros. “Clubs that do not comply with the duties of organizing matches, and the requirements for their normal development, when due to their importance it is considered a minor violation, will be fined up to 602 euros”
