Right now the starting point is the starting eleven: two in Madrid, two in Barcelona, Bilbao, San Sebastián, La Cartuja de Sevilla, La Romareda, Riazor, Gran Canaria and La Rosaleda de Málaga. The RFEF is clear that when the number of venues is concentrated this Monday, Morocco and Portugal have the last word. The proposal to be transferred to FiFA on July 31 must be agreed upon.
If it ends up being 13, it will be done under a global proposal of 22 headquarters instead of the 20 initially proposed. Including 11 in Spain, others six from Morocco and three from Portugal.
