The Tokyo Metropolitan Government (TMG) plans to build
a futuristic city in the middle of Tokyo Bay. The project aims to design an emission-free city. To do this, wind power systems, floating solar and other green energy tools will be installed. This sustainable city will be located in the Tokyo Waterfront City area and is expected to be completed in 2050.
An unused plot of land in the middle of the bay is planned to be expanded to eventually build a city of up to 1,000 hectares. This floating city will provide commercial, residential, academic and recreational facilities, and
will be equipped with one of the main logistics terminals from Japan.
To achieve a sustainable, people-centric city, the project will significantly improve access to and from central Tokyo, Haneda Airport and other places through the construction of subway lines in the area. In addition, a public transport model will be drawn up in which

On the other hand, the project will not only encourage the extension of Tokyo Subway Line 8 (Yurakucho Line) and Haneda Airport Access Line, but also conduct studies to connect the center with the Tokyo Waterfront City area by subway. . In addition, it will promote:
the development of the Daini Tokyo Wangan-doro highway (name to be determined) and projects to, among other things, strengthen the functions of Haneda airport.
One of the main objectives of the project is:
reaching net zero emissions through the use of renewable energy sources and green hydrogen. To this end, the installation of wind power generation systems, floating solar power and other systems suitable for the bay will be promoted.
Likewise, improvements will be promoted to make logistics in the Port of Tokyo more efficient and measures will be taken to prepare the city for possible natural disasters such as torrential rain, typhoons or earthquakes with the aim of creating a resilient city.
The project will also encourage
circular economy in the area through sustainable use of plastics and the establishment of new waste management systems.
Efforts will also be made to ensure that all areas of
socio-economic structure switch to a low-carbon model by making all buildings emission-free. In addition, parks and greenery are being created throughout the area, including along roads and around buildings.
