The President of the Government of Navarre, Maria Chiviteannounced that the Foral community €40 million more in the General Government Budgets (PGE) of 2023 for the works to duplicate the Belate and Almandoz tunnels, located on the N-121-A (Pamplona-Behobia) road. Work is expected to start next year.
Chivite made these statements in response to a question from Geroa Bai in Thursday’s plenary about the planned investments for Navarra in the bill for the General Government Budget for the year 2023.
He pointed out, for example, that Navarra is currently considering investments from the state for 118 million euros (103 million investment plus 15 million current transfer for the works of the N-121-A). If we add up the 40 million for the Belate and Almándoz tunnels, the total rises to 158 million and this is “a substantial improvement with regard to previous budgets,” emphasized the Navarrese president.
Geroa Bai’s spokeswoman, Uxue Barkos, has instead ruled that this level of state investment in Navarra is “inadequate”. That there are budgets for 2023 is “good news”, said Barkos, who has indicated that “at first glance” the project is considering a larger investment for Navarra, of 103 million euros, but “we are a bit behind on some data”. such as investment per inhabitant, which is 157 euros.
“Broadly speaking,” he added, “the project improves investment in Navarra,” but “still has obvious shortcomings“.

The new duplication track, with a length of 7,647 meters, will be located next to the existing one, separated between axes in the tunnel sections between 30 and 100 meters. This will be located to the left of the current road. It starts at kilometer point 27+040 and consists of 5 sections: open air section before the Belate tunnel; late tunnel; open section between tunnels; Almandoz tunnel; and open air section after the Almandoz tunnel.
