The Colombian government and National Liberation Army (ELN) guerrillas resumed this Monday in Caracas the peace talks interrupted four years agoof which the total composition of the negotiating teams is not yet known.
On the government side, the names of Otto Patinoex-guerrilla of the M-19 who will be the head of the negotiating team, and the president of the Colombian Federation of Livestock Farmers (Fedegan), Jose Felix Lafouriebitter enemy of the guerrilla.
There is speculation that congressmen will also be part of the administration team Maria Jose Pizarro, daughter of Carlos Pizarro, the M-19 commander who signed the demobilization of that guerrilla and was assassinated shortly after, in 1990, while running for president; and iva cepedawho has always defended peace talks.
A step forward
Since taking office as president, Gustavo Petro has emphasized that one of his government’s priorities is the “complete peace”an initiative whose cornerstone is the dialogue with the ELN, started in 2017 by then-President Juan Manuel Santos and suspended the following year by decision of Iván Duque, Petro’s predecessor in the presidency.
Under this policy, Petro also seeks compliance or submission to the courts of other illegal armed groups, such as the dissidents of the FARC and criminal gangs.

The ELN has benefited in recent years from the power vacuum created by the demobilization of the FARC in some regions, where it has taken advantage of the state’s absence to expand its area of operations, and will arrive at the negotiating table invigorated in Venezuela, a country in which it has experienced remarkable expansion.
