The Basque Parliament approved this Thursday the law regulating the Basque system of income guarantee and inclusion, which has been approved by the PNV and PSE-EE with Elkarrekin Podemos-IU and that takes care of everything social advantages of the Autonomous Community of the Basque Country. EH Bildu abstained from voting.
PP+Cs and Vox, as they had already announced, have rejected the reform of the RGI that has seen the light after several failed attempts in previous legislatures in which it reached the Autonomous Chamber in the form of a bill signed by the two groups that form the regional government.
According to the agreement between the PNV, PSE-EE and Elkarrekin Podemos-IU on the RGI, the amount of the current 727 euros for an adult will go to 803 euros per month.
The method of calculation of this benefit will no longer be linked to the Minimum Interprofessional Wage, but from 2024 to the indicator of the at-risk-of-poverty rate, i.e. to the 60% of the median income match the state as a whole. In 2023, it would reference the Minimum vital income.
As for the average age to receive the RGI goes from 23 to 18 years and between both ages, the applicant must be registered with Lanbide for a minimum of one year before applying for the assistance and also practice in an emancipation or “independent living” situation.
While the three-year registration requirement to collect this aid is generally maintained, this period is also relaxed for vulnerable persons.
During the defense of the law, the Minister of Labor and Employment and Second Vicelehendakari, Idoia Mendiarecalls that the process of obtaining its consent has been “long” and that it begins with “bitter debates” in previous parliamentary terms.
From the PNV, Jon Airtza He has defended that the law is “very participative and very necessary”, that it responds to the need to “strengthen” the Basque protection system, which he describes as “strong, efficient and coherent”, after the successive economic crises. “We had very high standards, but Parliament achieved it,” he said.
In the same line, the socialist Gloria Sanchez He believes the law represents a “great advancement” in social policy as a result of consensus, for which he believes “history will be made” in today’s plenary session. “It’s a very good law,” he said.
On behalf of the opposition, the representative of EH Bildu Nerea Kortaarena He believed that “the law is not sufficient to cope” with current needs and has ensured that what has been approved will “protect the Basque institutions below their station”.
David Soto (Elkarrekin Podemos-IU) has defended the agreement reached by his group “for opportunities, responsibility and work” and because the text “is a fundamental progress” and “sends the message that these social inclusion tools are not a problem, they are not become chronic and fraud is very low”.
The representative of PP+Cs Laura Garridoinsisted that the reform is “too late” and that there is “a system that discourages employment”.
For his part, Amaia Martinez (Vox) believes that the rule “does not stop fraud” and “does not contribute to the eradication of poverty”.
