Russia would not only target Ukraine militarily: according to a document from the Moscow presidential administration, the Kremlin wants to gradually absorb Belarus by 2030. The strategists of Russian President Vladimir Putin are said to have plans to infiltrate the country politically, economically and militarily.
The document was reviewed by the “Süddeutsche Zeitung”, the WDR, the NDR and nine other media. Western security circles consider the newspaper to be authentic. The 17-page internal Kremlin document titled “Strategic Goals of the Russian Federation in Belarus” appears to date from the summer of 2021. According to the report, it outlines Russia’s strategic goals in Belarus in terms of politics/defence, trade and economy, and society are listed and subdivided into short term (until 2022), medium term (until 2025) and long term (2030).
Laws must be “harmonized” with those of Moscow
According to the newspaper, Moscow’s strategic goal includes “ensuring the dominant influence of the Russian Federation in social policy, trade, economy, science, education and culture”. The constitutional revision approved in February last year in Belarus must be completed on Russian terms and laws must be “harmonized” with those of the Russian Federation, the newspaper reports. At the same time, the Kremlin wants to push back Western influence and create a bulwark against NATO.
According to the newspaper, experts consider the Kremlin newspaper to be authentic. “In its external form, the document resembles a standard document of the Russian bureaucracy or political administration,” said Martin Kragh, deputy director of the Stockholm Center for Eastern European Studies (SCEEUS). The content is “largely in line with Russia’s political objectives towards Belarus since the 1990s”.
Experts: “Content is plausible”
According to the “Süddeutsche Zeitung”, several Western secret services that have seen the paper also believe it to be credible. “The content of the document is completely plausible and consistent with what we see,” a senior intelligence official told the newspaper. The strategy paper should be seen as part of Putin’s larger plan: the creation of a new Greater Russian Empire.
