Moscow’s military commissar Maxim Loktjew told the Russian state news agency “TASS” that the facial recognition system installed in the Russian capital will immediately be used to search for conscripts, among other things. Now no one is really safe anymore. Because the recently introduced electronic convocation commands have the inherent property that they cannot be undone. And there are cameras on every corner in Moscow – in many cases even in front of the stairwell.

Partial mobilization was never completed
The partial mobilization announced on September 21 has never officially ended. In addition, the notice can now also be sent electronically. As a rule, the procedure takes place via the digital register “Gosuslugi”, which every Russian has on his smartphone.
Even if you remove “Gosuslugi”, which doesn’t always work these days, the draft message can still be delivered. Because then it just appears in a special register. If seven days have passed since it was received by the Registry, the document is considered to have been officially sent.

If those affected subsequently do not report to the military authorities, their civil rights will automatically be massively curtailed. Independent experts even speak of a “social and economic death” because the interventions are so far-reaching. “I think we will carry out this action very calmly and in a good mood,” said Military Commissar Loktiev in all seriousness.
“To determine the whereabouts of the conscript, video surveillance systems are used in the city of Moscow. In addition, by order of the mayor of Moscow [Sergej Sobjanin] the organizations where the conscripts work provide information about them to the military commissariats. Educational institutions help us find out where conscripts study,” said Military Commissar Loktev. This information is sufficient to trace the persons involved.
Russia, the surveillance state
The Russian capital Moscow has been using facial recognition since 2017. Such a system has also been used in the metro since October 2021 – initially it was only intended for ticket sales. According to experts, it should be so advanced that it can even recognize people with motorcycle helmets.
As soon as the technology was introduced, critics warned that facial recognition could be used by security authorities, for example to identify and then arrest protesters. Since the war in Ukraine, the technology has also been used to track down conscription evaders.
