Kiev suspects behind it – Governor reports: Russia under fire again

The governor of Kursk Oblast in Russia, Roman Starovoyt, announced that the villages of Glushkovo and Tetkino had been shelled early Tuesday morning.

In Glushkovo, about a dozen residential buildings, several office buildings and a cinema were damaged. In Tetkino, gas and electricity supplies were cut off. In addition, nine houses were damaged, two of which caught fire. Nothing is known about injuries yet. The governor suspects that Ukraine is behind the attacks.

Also on Tuesday morning, a fire is said to have broken out at an oil refinery in Russia’s Krasnodar region. The fire was under control, Russian media company RBK reported, citing local authorities. The cause of the fire was initially not clear.

Attacks from Ukraine would even be legal
Recently, Russia has repeatedly reported attacks on its territory. Moscow clearly suspects that Ukraine is behind the attacks, but Kiev has firmly rejected this to the end. In international law, such an attack would even be legal, as international law expert Ralph Janik explained via Twitter: The seriousness of the Russian attack could even lead Ukraine to occupy all of Russia.

After all, the “entire territory of all parties involved” is a war zone governed by international humanitarian law, according to Janik. It is a misunderstanding that defending states are only allowed to operate on their own territory: “They are allowed to act militarily anywhere on the attacker’s territory and kill his soldiers,” the expert explains.
