Animal protection then found the owner of the dogs, who was no stranger. Two years ago, he drew attention for putting heavy cowbells around puppies’ necks so they couldn’t run away. The back legs of the little dogs were also tied together with adhesive tape.
At that time there was a complaint and a fine for the owner. But because he removed the tape when the vet arrived, the dogs stayed on the farm.
