The German traffic light coalition (SPD, Greens, FDP) has taken the initiative for limited legalization of cannabis. Possession of 25 grams should be allowed from the age of 18. After the decision in the cabinet, the law still needs to be approved by the Bundestag and the Bundesrat.
The draft law of Health Minister Karl Lauterbach (SPD) stipulates, among other things, that the possession of 25 grams of cannabis should be exempt from punishment for adult individuals. In addition, private individuals can grow cannabis themselves with a maximum of three plants.
In addition, clubs to be set up would be allowed to grow cannabis for private use for up to 500 people. Members should be limited to 25 grams per day and 50 grams per month.
FDP minister wants upper limit for consumption while driving
However, the federal states themselves decide whether they allow such cultivation groups. Transport Minister Volker Wissing (FDP) wants to present upper limits for the use of the intoxicant while driving.
Fierce discussions beforehand
The bill was hotly debated beforehand. It is disputed between the traffic light parties and the opposition Union, as well as some Union-led countries, whether partial legalization promotes cannabis use or merely lifts it out of illegality. In addition, the issue of sufficient prevention of addiction risks and a possible further burden on the judiciary is controversial.
