The Ministry of the Interior (BMI) has announced the start of an anti-violence campaign with a focus on domestic violence for the fall. The aim is to provide clearer and more intensive information about the possibilities of protection and advice, according to Interior Minister Gerhard Karner. In addition, the prevention work must be supplemented by the creation of an analysis center in the federal criminal investigation department for murders of women.
The measures are to be implemented as part of the current penal reform and work is scheduled to start in early 2024. “Aware of provocative slogans reflecting the perpetrator/victim reversal often used by perpetrators,” it said. Examples include quotes such as “You wanted it this way” or “If you don’t want to hear, you must feel”, followed by the statements “Violence is never justified! Time to go. Time to get help” and the details of various advice centres.
New research
A recently published scientific study on murders of women, conducted by the Institute for Conflict Studies, underscores the need for the campaign. Women’s Minister Susanne Raab (ÖVP) pointed out the importance of protection against violence in her department and in the federal government: “Since the beginning of my tenure, we have more than doubled the women’s budget, for the year 2023 there is a budget of 24.3 million euros.” According to Raab, the funds were used to fully fund the protection against violence centers and to increase the budgets of the counseling centers for women and girls.
8950 entry/approach bans since August 1
The Federal Ministry of the Interior has reported that nearly 8,950 entry/proximity bans had been imposed by the police as of August 1. In 2022 there were 14,650 for the entire year. In addition, as of August 1, 2023, there were a total of 134 security police case conferences on domestic violence – in 2022 there were 209 and about 7,430 perpetrators were called for mandatory counselling.
When the current federal government amended the Protection against Violence Act, it recalled the extension of victim protection through the introduction of the approach ban on January 1, 2020, and at the same time introduced the file reviews of the security police. Mandatory counseling for dangerous people was introduced on September 1, 2021, followed by a mandatory gun ban for dangerous people on January 1, 2022.
