The Ukrainian parliament’s human rights commissioner, Dmitro Lubinets, has accused Russia of blocking the exchange of prisoners of war. “The exchange is not taking place because Russia does not want it,” Lubinets said on the online service Telegram on Thursday. “All Ukraine’s initiatives and (…) efforts fail because of Russia’s unwillingness to bring back its own citizens.”
However, Moscow claims in the media that Kiev is “doing nothing to bring back its fighters.” Lubinets stated in August that in return, Ukraine could have returned a total of almost 2,600 prisoners of war since the beginning of the Russian invasion in February 2022. According to Ukrainian media, the last exchange to date took place in August.
Ukraine needed a new POW camp
In early November, Lubinets said that due to the increasing number of Russian prisoners in Ukraine, a new POW camp had been opened and preparations were being made to build a new POW camp. Both sides are said to be holding thousands of prisoners of war.
