The Basque government approves 8,764 places for the public vacancy in 2022

The places correspond to the General Administration and its autonomous bodies, Education, Security Administration and Osakidetza. In a first phase, 1,272 vacancies have been announced for the General Board, which have already been published and who will carry out the tests on 17 and 18 September.

The Basque government has agreed to a public vacancy of 8764 places by 2022. 1,686 places correspond to the General Administration of the Basque Autonomous Community, 3040 to the Education Administration, 315 to the Security Administration and 3,723 to Osakidetza. The OPE intends to cover positions in the General Administration and its Autonomous Bodies, the Education Administration and the support services of the Security Administration and has also informed the Board of Directors about the offer approved by the Basque Health Service-Osakidetza.

The offer “marks a very important step forward” in the Basque government’s objective to reduce interim government work, as explained at a press conference by the Minister of Public Administration and Self-Government, Olatz Garamendi, after the Board of Directors on Tuesday .

Garamendi has indicated that they will call”all available vacancies within the consolidation processes we are developing based on the Basque law of bodies and shells”. structural workforce of 6,315 places and through these processes in total 3,683 beds for final consolidationie the total number of vacancies that can be advertised. In addition, the Official Gazette of the Basque Country published this Tuesday the general principles that will regulate the selection processes of a first phase with the call for 1,272 positions in the general management and the tests is on September 17 and 18 in BEC from Barakaldo. These are the functions that correspond to four scales: support staff (230 functions), administrative employee scale (677), administrative scale (325) and nurse scale (40). The remaining places will be announced before December 31, 2022.

Selective processes

In each scale, there will be two types of selective processes in accordance with current legislation. On the one hand, an exceptional job consolidation process was carried out by competitionwhich values ​​the merits listed in the base of each call, such as years of experience in similar positions, qualifications or languages.

On the other hand, a special job consolidation process, which is being carried out through competition opposition, in which mandatory tests are first conducted and, once passed, the merits of each applicant are assessed. In addition, through these processes, job boards are generated that consist of people who have not been given a place.

These two types of processes serve to allocate the seats in this first phase as well as the rest of the scales and categories of the second phase that will be convened before December 31 of this year.

An additional 1,836 General Board positions will be announced in this second phase. Of the total places in both calls, 1,884 will be decided by merit competition (60.7%) and 1,224 by league opposition (39.3%).

Prospective people can register from today, Tuesday 24 May and until 22 June. Garamendi has pointed out that “within the current legal framework and with the maximum legal certainty, we have prepared an open call that guarantees equality, merit, capacity and free competition, while ensuring the long experience and accumulated seniority of interim employees. The head of the department Public Administration and Self-Government has emphasized that the high interim rate “is a result of the absence of implementation of PPOs in recent years, essentially due to the imposition of replacement rates by the state”.

Counsel also referred to the offer of stabilization of local government officials with national authorization, corresponding to the functions of secretary, treasury and intervention. As he explained, there are 55 jobs in the three historic areas, which meet the requirements laid down in Law 20/2021.

On the other hand, the government of Spain and the unions have agreed to launch the largest public job offer in history at the General State Administration, a total of 29,578 jobs for this year 2022. The pact developed in recent weeks includes 15,880 jobs for new entrants, 9,591 internal promotion positions and a further 4,107 for stabilization of temporary positions.
