This is evident from the latest draft that the presidency of the Dubai Climate Summit sent to the parties. The EU considers the proposed text as “totally unacceptable” and disappointing. Environmentalists have also criticized the “substantial reduction” in climate ambition.
The COP28 is moving toward an agreement in which the parties could agree to reduce “production and consumption” of fossil fuels to achieve the goal of net-zero emissions by 2050, or sooner, according to the directions from science, rather than phasing it out.
This is how it is collected in the latest version of Global Balance that the presidency of the Dubai Climate Summit (COP28) has been sent to the parties and does not mention ending fossil fuels.
He article 39undoubtedly the one that will cause the most confrontations, recognizes the need for a “deep, rapid and sustainable” reduction in greenhouse gas emissions and asks the parties to take measures “which could include, among others, the following actions:
– Triple capacity for renewable energy globally and double the annual rate of energy efficiency improvement by 2030.
– The “fast and progressive” carbon reduction without mitigation and restricting the authorization of new plants that do not have mitigation systems (CO2 capture and storage).
– Accelerate global efforts to achieve this goal neutral energy systems in carbon and low- or no-emission fuels “by mid-century or much sooner.”
– Accelerate low or zero emission technologies as renewable, nuclear and those with CO2 capture, utilization and storage (CCUS), as well as the production of green hydrogen with the aim of intensifying the replacement of fossil fuels without mitigation systems in energy matrices.
– Reduce both consumption and production of fossil fuelsin a fair, orderly and just manner to achieve net zero emissions by 2050 or sooner according to science.
– Accelerate and substantially reduce the gas emissions other than CO2, and especially methane, in 2030.
– Accelerate the reduction of emissions from transport by road by rail, including the development and rapid deployment of low- and zero-emission vehicles.
– Gradual elimination and as soon as possible of the fossil fuel subsidies “inefficient” that encourage “consumption waste” and do not address energy poverty or just transitions.
So none of these options contain the desired expression “phase out” of the fossil fuels that await us environmentalists and that defends a large part of the countries, including the European Union (EU) or the island states To develop.
The EU considers the text proposed by the summit presidency as “totally unacceptable” and disappointing because it does not refer to the end of fossil fuels in the energy sector, and according to its top representatives they will continue to fight until it is included. Environmentalists have also criticized the “substantial reduction” in the climate ambition of this latest draft.
For his part, the controversial chairman of the summit, Sultan al-Jaberbelieves that the draft is “a huge step forward” to achieve “the ambitions” of the meeting.
Be that as it may, the text seems to have a hard time moving forward as written. To be adopted, it must have the support of the more than 190 countries represented at COP28, where decisions are made by consensus.
