The Governing Council today approved the allocation, through the Ministry of Territorial Planning, Housing and Transport, of €71 million to finance programs to support social housing and housing rehabilitation.
In particular, they will be assigned 38 million to the program to promote rehabilitation of residential buildings and houses through structural reforms (roofs and facades), accessibility (elevator installation, fundamental) and energy efficiency
Of this, 9 million will be accrued in the current year, and in 2022, expenditures of 24 million will be committed for 2023 and 2.9 and 2 million respectively for the next two years.
Private investments are estimated at more than 250 million euros (mainly on behalf of the owners’ communities) mobilized through the above-mentioned grants.
Until protected rental promotion will allocate in total €19 million: 1.7 million coming in the current year and in 2022 spending will be committed for 5.5 million for 2023 and 11.8 million for 2024.
The funds will essentially be used to promote new development activities and for the rehabilitation of pre-existing housing prior to their purchase, for social and affordable rental housing by public and private developers, as well as for the promotion of special housing (ADA).
Likewise it will encourage co-housing or collaborative housing through the social initiative, as well as the Alokairu program (new public-private partnership mechanism, through which private buildings are surrendered to the Basque government in the long term in exchange for guaranteed income to institutional investors) and the promotion of actions for rent in depopulated areas.
In addition, a total of 14 million in front of subsidize during the next 20 years (plus grace period) the points of credit interest awarded by financial entities to public and private promoters, to owners’ homes and communities, and to non-profit associations and cooperatives in transfer of use, for the promotion of protected rental housing and comprehensive rehabilitation (accessibility, energy efficiency, digitization, derivative works of ITE, and mobilization of unoccupied housing through rehabilitation and/or previous reforms) through the government’s financial agreements with the credit entities operating in Euskadi.
In 2020, the Basque government approved the allocation of 66 million euros for the same purpose for the period 2020-2022.
