The signed agreement includes the possibility of hiring new employees in case of a specific increase in registrations.
The address of Haurreskolak Consortium – a public entity dependent on the Basque government – and which has a majority of trade union representation LAB and Steilas have signed one agreement which includes the possibility of specific recruitment and greater reduction of working hours for those who do not meet the conditions for a reception contract.
The signature includes the change of the articles 12 and 52 included in the agreement of the Haurreskolak Consortium, the schools serving children from 0 to 2 years old. With the change in the first of the articles it is agreed that, given the fluctuations that may occur in the number of registrations, the management of the Haurreskolak Consortium hiring temporary staff for a maximum period of 11 months per year. If the need persists for two consecutive years, the place becomes structural and is added to the supply for the following year.
Article 52 already states that male and female teachers more than 60 years have a reduction of two hours per day in direct care for children, but improvements have now been included in the conditions for people over 63. In those cases where the professional does not meet the conditions for a care contract, he/she can request a reduction of one third of the working day, which can be accrued and enjoyed in the last part of the course.
The Ministry of Education and the Haurreskolak Consortium handed over the preparation of a strategic and viability plan for the haurreskolas to the unions in March 2021 and proposed a proposal agreement negotiation process. Previously, workers at these centers had carried out eight days of strikes and dozens of mobilizations, according to what unions said at the time.
