The General Assemblies of Bizkaia approved this Wednesday the regulatory regional decision that regulates the tax regime applicable to the 2024 UEFA Women’s Champions League final, which will take place this Saturday in Bilbao, and to the UEFA Europa League final in May 2025, and which includes tax exemptions on corporate income tax, non-resident income, personal income and local taxes.
The provincial regulatory decree was adopted in the plenary session of the House with votes in favor of the two groups that make up the provincial government, PNV and PSE-EE, and the PP, while EH Bildu and Elkarrekin voted against. Likewise, it has been rejected to consider these measures as a regional standard, as EH Bildu requested.
As explained by the Deputy of Finance and Finance, Itxaso Berrojalbiz, as happened in 2020 with the celebration of matches in the final stages of the UEFA Women’s Champions League, it is necessary to implement fiscal regulations to comply with the commitments from Spain. for these sporting events, which includes both taxes on which the regional institutions must enforce the same substantive and formal rules in force in the State, and agreed taxes of autonomous regulations in accordance with the provisions of the Economic Agreement.
As for taxes for which there is no regulatory capacity (the value added tax and the non-resident income tax for taxpayers operating without the intervention of a permanent establishment), the corresponding project is being considered in Congress and later transposed into Bizkaia through a normative regional decree once the law comes into force in the state, the deputy specified.
Berrojalbiz has emphasized that this decree is “a necessary procedure” to implement these initiatives, and therefore “from a tax point of view it does nothing but contribute its grain of sand” to Bizkaia’s internationalization strategy.
