Hamas has proposed an independent government for the Palestinian territories in indirect negotiations with Israel. This will be used after the end of the war and will govern the Gaza Strip and the West Bank.
“The administration of the Gaza Strip after the war is an internal affair of the Palestinians, without any outside interference, and we will not discuss the day after the war in Gaza with outside parties,” senior Hamas official Hossam Badran said on Friday. A colleague of his said the proposal had already been discussed “with the mediators.” The impartial government should run the business in the initial phase after the war and pave the way for elections.
Biden: “Positive trend”
Representatives from Qatar, the US and Egypt are mediating in the indirect negotiations with Israel. “The trend is positive and I am determined to get the deal done and end the war,” US President Joe Biden said. At the same time, he countered, there are still differences that need to be overcome. The goal is to achieve a renewed ceasefire and the release of Hamas hostages.
In May, Biden unveiled a plan for an “immediate and complete” ceasefire between Israel and the Islamist Hamas. The plans include the withdrawal of the Israeli army from populated areas of the Gaza Strip and the release of kidnapped Hamas hostages in exchange for Palestinian prisoners.
Again countless deaths
After a week-long military offensive in Gaza City and heavy fighting with Hamas, Israeli forces have now withdrawn from some parts of the city. Residents and rescue workers reported scores of deaths and destroyed homes and roads on Friday, including entire families, a civil defense spokesman said.
The Israeli military said it would respect international law and take precautions to minimize civilian suffering, but Hamas has failed to do so.
