The National Markets and Competition Commission (CNMC) criticizes marketers for not being transparent before, after or during contracting and for engaging in misleading practices.
The government of Spain will prohibit this electrical marketing companies to perform advertisement or recruitment practices not requested by the user by phoneunless there is an explicit request from the consumer or the request is made on the consumer’s own initiative.
It is one of the points included in the draft royal decree that is currently before the House in process of a public hearing. Therefore, companies will be able to present their accusations. Door-to-door contracting of electricity and natural gas has also been prohibited since 2018.

Teresa Ribera, Spain’s Minister for Ecological Transition and the Demographic Challenge, also states that “numerous complaints have been registered from consumers who receive misleading telephone calls from various marketers without their consent, and which can lead to defective or unauthorized supply contracts.”
