The suspected terrorist apparently had it easy in the New Orleans attack: As the New York Times reported, there were no bollards in the metropolis that could have prevented the death drive on New Year’s Eve. These need to be replaced.
The perpetrator drove around a police car that was supposed to block access instead, authorities said on Wednesday (local time). The bollards that normally block access to Bourbon Street in the popular entertainment district during major events in New Orleans were not installed on New Year’s Eve.

They should be replaced in preparation for the Super Bowl (final of the American professional football league), which will be held in New Orleans in early February. A police car was parked on site as a replacement. Additional barriers and police patrols were also deployed to protect pedestrians.
Further circumstances are still being investigated
“We actually had a plan, but the terrorist destroyed it,” New Orleans Police Chief Anne Kirkpatrick said. The possibility that someone could drive around the police car was “not something we thought we needed to consider,” said the police chief of the affected district, Lejon Roberts. How exactly the perpetrator managed to steer a pickup past the protective measures into the crowd is being investigated.
