The Council’s position, now to be negotiated with the European Parliament in order to agree on a final legal text, emphasizes the importance of building charging infrastructure in Member States to ensure consumer services.
In addition, the Council agreed to end the mechanism of regulatory incentives for zero- and low-emission vehicles (ZLEV) from 2030, in line with the European Parliament’s proposal.
In 2026, the Community Executive will review progress in meeting emissions reduction targets and determine whether there is a need to review these targets, taking into account technological progress.
The European proposal was approved in the European Parliament on June 8, in line with what was proposed by the Community Executive in July last year, which stated that “all new vehicles registered from 2035 will be zero-emissions”.
After the position of the Twenty-seven has been determined, negotiations between Parliament and the Council will begin before a final rule is agreed.
