Authoritarian management style, fear of superiors, hardly any error culture – the report on alleged abuse cases in a Penzinger kindergarten in Vienna paints a picture of utter failure!
Now the Child and Youth Advocate (KJA) is confirming what many affected parents have known for a long time and have repeatedly drawn attention to. In the municipal kindergarten in Waidhausenstraße (14th arrondissement) there was an atmosphere of fear – among the children and the teachers. As early as the summer of 2020, parents reported that their child was talking about “sexual games” in kindergarten.
Kindergarten has been unresponsive for several months
Another family at the same time contacted the kindergarten board and reported that their child often woke up, “continued to grab his buttocks and yell ‘no'”. Redness and pain in the genital area, nightmares and bedwetting are also mentioned several times. Yet nothing happened for a long time. Parents had been postponed for months.
It was not until March 2021 that there was consultation between the management of the kindergarten and the employees. In the same month, the suspected educator was transferred.

A total of twelve parents of the kindergarten confided in the KJA for the report. Why didn’t all the alarm bells ring with supervisors and colleagues? The KJA also provides an answer to this. She concludes: “During the investigations, the image came to me that at least parts of the organization had a problematic corporate culture. This can be seen in terms of a culture of error, authoritarian management styles, fear of leaders, unwillingness to take responsibility, inappropriate unwillingness to communicate with educational partners (particularly parents), a lack of understanding of participation and a lack of information provision. passed on within the organization.”

Also the deployment of external experts, as stipulated in the company’s own guidelines, would not have taken place in an appropriate form. The KJA testifies to “no satisfactory crisis management”. The head of the institution and the head of MA 10 have since been withdrawn.
