Urkullu has underlined the need for a “bilateral system of guarantees to ensure compliance with the Statute”, and has called for “the territorialization of the judiciary”.

On the other hand, he has insisted on “the territorialization of the judiciary, based on one of the historic rights considered more relevant: the inalienable right to be judged only by our own judges. “We cannot underestimate the importance of our own judiciary in interpreting and applying our own regulations,” he added. .
Urkullu, accompanied by the Minister of Public Administration and Self-Government, Olatz Garamendi, took part this morning at the Euskalduna Palace in Bilbao in the conference “Euskal Self-government: Orain eta bihar”organized by the Department of Public Administration and Self-Government.
In his opening speech, the Lehendakari stated that “we have progressed in the legal agreement, but we could and should have gone furtherbecause it has ensured that “our Statute remains unfulfilled and our ability to design our own policies continues to be limited.”
“It is their own powers that live in anticipation that a law or even an ordinance that unilaterally declares the state fundamental in nature can render them unconstitutional,” he added.
The Lehendakari recalled that on September 22, in the context of the general policy debate in the Basque Parliament, he “demanded again compliance with the calendar that the Spanish government itself approved in January” and updated the Basque government on October 14, 2020.
In this sense, he has recalled three specific political impulses that he invoked as a “test of confidence”: immediately complete the open negotiations on the transfer of railways; to order the immediate opening of the bilateral working groups to negotiate the transfer proposals submitted by the Basque Government; and to convene a permanent commission, between the two governments, to work and establish the forms and foundations according to which the remaining pending powers are to be adapted, in accordance with the calendar sent by the Spanish government.
Urkullu has claimed that none of these three requirements has been met, and that “only one of them is being negotiated”. In addition, he stated that I have not received a formal institutional reply from the Spanish President.
