The jeltzale formation would clearly win in Bilbao and Donostia-San Sebastián. In Vitoria, however, barely a point separates the two formations. In Pamplona, UPN and EH Bildu could bind the number of councilors and the PSN would have the key to the mayor’s office.

The PNV emerges as the winner of the 28 million municipal elections in Bilbao, Donostia-San Sebastián and Vitoria-Gasteiz, although the electoral dispute is expected to be very close in the capital of Álava, where the second power, EH Bildu, is said to be be little more than a point. In Pamplona, UPN would be the force with the most votes, but the Abertzale coalition could even tie the number of councilors and the PSN would once again hold the key to electing the mayoral office towards regionalists or independents.
This is according to the EITB Focus macro survey, the largest conducted in the Basque Country, which was released just over a week before the polls date.
In general, the study proposes a post-electoral scenario that ‘a priori’ would not change the political color of the municipalities in the capitals of the Basque Country if the current municipal alliances were reissued. Of course, the struggle is expected to be diabolical in Vitoria-Gasteiz and Pamplona, cities where all possibilities are open: in the capital Álava, a heartbreaking election recount is intuitive, and in Navarre political arithmetic could allow a change of government the outcome of which, in any case, will not be resolved until the creation of the new companies on June 17.
As the previous wave of EITB Focus, published in March, foresaw, the PNV would increase its vote count and EH Bildu would be the strongest growing force, while the PSE-EE and Elkarrekin would fall, even more markedly in the event of the left coalition. For its part, the PP would manage to stop the vote bleeding towards Vox, which two months ago was expected to be bigger.
In this way, the PNV was able to keep the consistories of Bilbao, Donostia-San Sebastián and Vitoria-Gasteiz and also strengthen its majorities in other major cities such as Barakaldo, Basauri and Getxo.
For his part, EH Bildu would reach the mayors of Aguain and Tolosa, which are currently in the hands of the PNV. In addition, it would have the opportunity to regain the one in Pamplona and could also take over the one in Llodio, where it would be the second force, but it would add an absolute majority along with a neighboring platform.
Finally, the PSE-EE would retain its historic strongholds of Irun and Eibar, despite losing votes.
After today’s publication of the surveys on voting intent for the municipal elections, tomorrow Saturday the media of the EITB group will publish the forecasts for the General Assemblies of Álava, Bizkaia and Gipuzkoa and the Parliament of Navarra.
Methodology
6,649 people living in the BAC were interviewed in preparation for the special edition of EITB Focus on the municipal and regional elections on May 28 (1,543 in Álava, 2,483 in Bizkaia and 2,623 in Gipuzkoa). In Navarre, 1,358 people participated.
The fieldwork was conducted from April 26 to May 12 in Euskadi and from May 3 to 11 in Navarra.
