The session starts at 10:00 am. and will follow the usual agenda: opening, organization of an old table, vote to choose the new table and inauguration of the senators, something that usually causes controversy because of the formula some of them use to swear or promise the post .

In this first decision, the people will have their say absolute majority to remain with the Senate presidency, though the name they will propose for Thursday’s vote is unknown at this time.

With its 143 seats, the PP has secured a further three positions at the Senate table (a vice presidency and two secretaries), so that together with the presidency it will have a comfortable absolute majority in this governing body of the Upper House. four votes out of seven.

He even has room to offer a seat at the Senate table to a minority with a view to voting for the battle for the Congressional table, which will be decided that same Thursday morning, or for a future inauguration.

The political importance of the Senate has always been relative. It does not intervene in the election of the President of the Government and it is not decisive in the elaboration of laws, but it can postponement and veto rules come from Congress.

That is, when a law is passed in Congress, it is sent to the Senate to be validated, amended, or vetoed. With its absolute majority in the Senate, Feijóo’s PP will be able to corner a Sánchez executive as they can delay the processing of laws. And if they reject a law, it will force the corresponding government to muster an absolute majority of votes in Congress to override that veto.

In addition, you have more room to rregister questions to the government in the control sessions, at the same time that he will be able to defeat the Sánchez ministers with his absolute majority, a parliamentary mechanism that the opposition groups mainly use in Congress.

Alliances to form a group

When the Senate is constituted next Thursday, the term for the formation of the political groups will begin, for which ten parts must be added according to the regulation. Loans may reach that minimum amount, but the senators remaining can never be less than six. And the PP, with its absolute majority at the table, will guide that process.

The realization of a parliamentary group means representation in all Senate bodies, spokespersons and intervention and initiative shifts, as well as more financial resources and human and material resources.

From the outset, the PP, the PSOE and ERC-Bildu, who presented themselves in a coalition in the Senate, are the only ones who have their own guaranteed group, but the rest of the formations are obliged to come to terms with other parties and even to borrow senators to reach the required ten.

In the absence of nomination of senators from any community, the Senate chamber will consist of 15 political parties: PP (143), PSOE (92), ERC (6), Bildu (5), PNV (5), Junts ( 3), Vox (3), ASG (1), AHI (1), UPN (1), Compromís (1), Más Madrid (1), Geroa Bai (1), BNG (1), Canary Coalition (1) .

The Basque nationalists of the PNV, with five, and the Catalan separatists of Junts, with three, have the option to merge and add Geroa Bai and BNG to get the ten seats needed to form their own group .

Another possibility is that the PNV and Geroa Bai will receive help from other formations, such as the PSOE, in the negotiations about the inauguration, in order to form their own group.

The rest of the parties find it more difficult to form an alliance and could end up in a mixed group with Vox, UPN, ASG, AHI, CC and Sumar (Compromís and Más Madrid), although they will receive the maximum amount of support looking to secure the benefits of having your own group.
