The three prisons of the CAV have 1,577 prisoners, and the Basque government is committed to their reintegration through, among other things, the third degree and semi-freedom regime. This Sunday, the Basque government celebrates two years of having the power to manage the prisons of the Basque Autonomous Community, namely the penitentiary centers of Araba (Zaballa), Gipuzkoa (Martutene) and Bizkaia (Basauri), and with more than a quarter of the prisoners, 425, in a semi-freedom regime.

From the first moment, the Basque government has defended its positions prison modelthat insertion strategy, and the Advisor on Penitentiary Institutions of the Basque Government, Jaime Tapia, has assured that the aim is to double the number of prisoners in the situation of the open regime.

For example, in these two years almost 900 requests for progression to the third grade have been received, but in the case of ETA prisoners A quarter of these requests were rejected after an appeal by the Public Prosecution Service and fifty were granted.

There are currently 142 prisoners convicted of terrorism in Basque prisons, including 80 in Álava, 39 in Gipuzkoa and 23 in Bizkaia.

Regarding these prisoners, Tapia has emphasized that at the time they participated in the competition, there were approximately 500 ETA prisoners outside the prisons of Euskadi, and that there are currently approximately 200, which they hope to capture over the next two years can accommodate. year.

The CAV prisons currently have 1,577 prisoners, distributed as follows: 869 in Araba, 385 in Bizkaia and 323 in Gipuzkoa. Two years ago the prison population was 1,387 inmates, but it is the accepted transfers that have increased the prison population, not the increase in crime.

Women represent 8% of the prison population, and 31% of those deprived of their liberty are of foreign origin, a percentage slightly higher than the average of 27% in correctional institutions.

The Penitentiary Administration admits that the situation is tense due to the continuous increase in the number of prisoners, but they hope that the situation will improve with the opening of the prison system. Zubieta Prison in the first quarter of 2024, and the closed regime module that they will open in Araba (which will house some ETA prisoners who require a closed regime).
