Vienna is working to amend the Minimum Security Act after the Constitutional Court revoked previously applicable cost rates for couples. These were above the value provided for in the Basic Social Security Act and therefore had to be reduced. In concrete terms, a so-called parent-family allowance will now be introduced.
According to the state government, the reduced minimum security amounts would have resulted in a monthly loss of 105.36 euros for approximately 13,000 households. Three quarters of them were families with minor children. At least for them, the losses should now be compensated through an amendment. The surcharge is expected to come into effect on January 1.
The supplement of 4.5 percent of the target amount of the compensatory benefit is intended to cover special needs, that is, to take into account the higher financial burden for those raising children. According to the office of social councilor Peter Hacker (SPÖ), single parents – a group particularly affected by poverty – should benefit from this.

“The Federal Basic Law on Social Assistance and the related findings of the Constitutional Court are painful from a socio-political perspective because they make the goal of poverty reduction more difficult. We must not forget: even though this crisis seems to have been overcome for many households, it will continue for a long time for people in poverty,” warned Social Councilor Peter Hacker (SPÖ). He therefore ordered to find a solution for those affected.
