The Basque government and Pedro Sánchez’s executive have already agreed on the final transfer of legislative power. This transfer does not concern asylum procedures, which are still managed by the Spanish state. Euskadi also does not take over the management of the refugee reception centers.
The Basque government and the executive of Pedro Sánchez have completed the transfer of the migrant reception system, which will be the last transfer of legislative power in Euskadi.
Last Friday, both governments also agreed on the transfer of Cercanías trains and the approval of foreign university degrees.
With this latest transfer, the Basque government is taking over the development of the comprehensive management of the reception process for refugees or asylum seekers. The agreement must be ratified by the Joint Transfer Commission in the near future, the executive branch of the Basque Autonomous Community (CAV) said in a note.
The autonomy phase of people who have gained access to the condition of international protection lasts a maximum six months. This means that during this period they will receive support to access training for the employment opportunities they are guided in the looking for a home and activities are offered placementmanaged by the Ministry of Equality, Justice and Social Policy, the Basque government added.
The Minister of Public Administration and Self-Government, Olatz Garamendibelieves that this transfer “highlights other public policies that affect the integration processes of these people. An example of this we completed last week at the transfer, namely that of the homologation of foreign qualifications, taking into account the context of the high demand for qualified workers”.
This transfer does not affect the asylum procedures, which are still managed by the Spanish state. Euskadi does not take management of the shelters to refugees. It refers to the system for the reception and integration of beneficiaries of international protection, which until now has been managed by the Ministry of Inclusion, Social Security and Migration.
Euskadi has “important powers” in several sectoral areas that guarantee benefits for beneficiaries of international protection. “This transfer will mean an intensification of social assistance programs and a boost to integration,” the CAV board emphasized.
The economic valuation was conducted using the Economic Agreement methodology so that the total annual state-level costs associated with this transfer would be 2.4 million of euros.
