The Catalan parliament will be formed next Monday with the decision on telematics voting over the air

The Constitutional Court annulled the Council’s decision allowing telematics voting during the previous legislature. Now the Age Council must decide whether or not to obey the decision.

Next Monday, June 10, from 4 p.m., the plenary session of the Constitution of the Catalan Parliament will be held, and the participation of two deputies in exile and another on leave is up in the air, including the presidential candidate Carles Puigdemont, following the Constitutional Court’s decision not to allow telematics voting.

The first plenary session of the parliamentary term will take place on the afternoon of the day after the European elections, with all focus on the vote for the new presidency of Parliament, the two vice-presidencies and the four secretaries of the Governing Council of Parliament to choose. Catalan Chamber, a first litmus test for the parliamentary groups, which will negotiate possible alliances in the coming days.

The pro-independence forces are exploring a deal to… “Anti-repressive table”which the commons could join and which would prevent the presidency from being left in the hands of the PSC, although the socialists could try for alternative majorities.

Once the constituent session of Parliament is held, which will be chaired by a old table headed by the highest deputy, Agustí Colomines, of Junts, a period of ten working days will be opened for the holding of the investiture debate of the next President of the Generalitat, no later than June 25.

The new presidency of Parliament must open a consultation round between the groups and propose a first candidate for the elections. investmentfor which both the first secretary of the PSC and winner of last May 12 elections, Salvador Illa, and the former Catalan president and leader of JxCat Carles Puigdemont are already candidates.

If the candidate does not obtain an absolute majority on the first ballot, nor a simple majority on a second attempt, a two-month period opens during which new investiture debates can be held and, if these also fail, Catalonia would be doomed to to hold new elections.

Telematic voting

The Constitutional Court (TC) annulled the decision last Thursday, the agreement of the Parliamentary Council that allowed the telematic vote of Lluís Puig (JxCat) in the last legislative term, opening the question on the vote of the new President of the Chamber, with the absence of three deputiesincluding Carles Puigdemont.

The First Chamber of the Constitutional Court has unanimously accepted the appeal filed by the PSC-Units group against the agreements of the Table that blocked the telematic vote of the former Minister of Culture Lluís Puig, who fled from the Spanish justice system during the last term of office , made possible.

This could affect the constituent session of the new Parliament, in which an Age Table – led by Agustí Colomines (JxCat), together with Júlia Calvet (Vox) and Mar Besses (ERC) – will have to decide whether the TC will disobey and the I vote for the three deputies who remain outside the Spanish state: Carles Puigdemont and Lluís Puig (JxCat) and Ruben Wagensberg (ERC), who in his case is on medical leave.

The PSC has 42 representatives in parliament, JxCat has 35, ERC 20, PP 15, Vox 11, Comuns Sumar 6, CUP 4 and Aliança 2.
