The Board of Directors has given the green light for the decision that the minimum habitability requirements Yes home design standards van Euskadi and therefore proposes a relationship between the size of the house and the spaces and the characteristics of the coexistence unit. This regulation affects outdoor spaces (terraces and balconies) and accessible housing for people with reduced mobility, and incorporates the gender perspective in the design of buildings and the dehierarchization of spaces. In addition, it determines the orientation of the houses for correct sunlight.

The advisor, Iñaki Arriola, announced on Tuesday the strategic lines of the first regional ordinance that includes in a unified manner the minimum construction and habitability requirements that the Euskadi residential houses and accommodations must meet, as well as the buildings with predominant residential use that house them. , whose main aim is to improve and raise housing standards in Euskadi.

Arriola has assured that this rule will affect the comfort and way of life of the people who live in it, as they will “improve standards of comfort, health, accessibility and energy efficiency.

As Arriola explained at a press conference, the decree stands a leap from the current housing“rigid, but reformable, into versatile and flexible housing, one that allows its distribution to be changed and adapted to the different stages of the residents’ lives”. In addition, it controls its dimensions, distribution and orientation; rooms and outdoor areas, thermal comfort, equipment, health, daylighting, sustainability, accessibility, safety, use and maintenance.

It sets a relationship between the size of the house and the spaces and the characteristics of the coexistence unit. So that the house is at least suitable for regular occupancy by two people, and has at least 35 m² usable area (25 m2 in the case of dotacional living space occupied by one person). In addition, it will have at least 4 m2 extra as a terrace.

So, in the minimum housing program, the space concept In addition, to promote inclusion in new projects, outdoor spaces up to 10m2 no longer count in terms of buildability.

The Decree also states that these can be replaced by a closed viewpoint of the same dimensions with a town planning permit or can even be omitted. But in the latter case, and in line with the relevance given by the standard for the implementation of terraces and balconies, the living space of the house should be increased by at least 8m2, an area that is calculable for all purposes.

The standard examines criteria of: universal accessibility and introduces progress on what is already mandatory, such as guaranteeing free access to all routes and areas of the building and reserving for each new development a reserve of housing adapted for people with reduced mobility. In addition, minimum dimensions are required in each room (kitchen, dining-living room, toilet and at least one room), which allows the use by people with reduced mobility or the adaptation with minor adjustments, so that all homes are easily adaptable, which is an important qualitative jump means.

Another contribution of the decision is the de-hierarchization of housing, breaking the traditional separate and compartmentalized configuration, which was reflected, for example, in the layout of a spacious master bedroom and one or more secondary bedrooms, much smaller (sometimes 6 m²). The new standard sets a minimum of 10 square meters per room, or 11.5 meters if there is storage space. Only the third room, if it exists, could be 8.5 meters, as long as 3 additional meters are included in the room.

It is also included gender perspective on the design of buildings and housesavoiding nooks and crannies that create insecurity in doorways and common areas, and fully integrating the living-dining-kitchen space so that household chores are visible and shared by the whole family.

Issues like the orientation of the houses for correct sunlight of the same or the number of toilets and the minimum surface area of common areas such as the kitchen, the dining room or the living room that increase depending on the number of existing rooms. In this sense, the minimum size of the kitchen is set at 7 square meters (the same that was already required for that of official shelters), while that of the living room and toilets is 13 and 3.5 square meters respectively.
