The housing department has updated the list of Basque municipalities that can be declared tension areas, according to the criteria of housing legislation, and promotes a new informative and web campaign to guide citizens about their rights and obligations in these areas.

The Basque government presented on Monday the Update of the list of municipalities that can be declared tension areas With regard to housing, according to the State Act 12/2023 of the right to housing. The report, prepared by the Basque Observatory of the Housing, indicates that 32 municipalities meet At least one of the three established criteria (price increase, excessive economic efforts or sale in sales), with more than 1.48 million peopleHe 67.3 % of the Euskadi population.
For areas, municipalities such as San Sebastián, Bilbao, Barakaldo, Vitoria-Gastikeiz, Zarautz, Portugalete or Irun are among the already explained or process. New municipalities such as Derio, Lekeitio, Ermua, Sopela, Oñati or Hondarribia are included, while others, such as Etxebarri, Gernika-Lumo, Andoain or Beasain, are no longer considered tension.
In particular, this new report indicates that the city of Alegria-Dulantzi would leave a residential voltage situation in Álava.
In Bizkaia, the municipality of Bermeo would go from partial tension to its whole and be included in the list of municipalities that can be explained a voltage zone: Derio, Gorliz, Elorrio, Lekeitio, Ermua and Sopela. However, and according to this new report from the Basque Observatory of Housing, ETXEBARRI, Ortella, Gernika-Lmo and Stakagar Valley would cease to be in a situation of the housing rental exit.
Finally, changes have also been identified in Gipuzkoa. Zarautz ranges of partial tension to be in its entirety and, moreover, eight new tension municipalities have been included: Bergara, Legazpi, Deba, Oiartzun, Getaria, Oñati, Hondarribia and Orio. However, six other locations would lose this qualification: Andoain, Ordizia, Beasain, Urnieta, Lazkao and Zestoa.
During the presentation, the Minister of Housing and Urban Agenda, Denis ITXASO, emphasized the Basque model as an approach that corresponded to the municipalities, away from tax models. As explained, the declaration of the voltage zone will depend on a municipal three -quality plan aimed at increasing protected homes, with the cooperation of the Basque government. To this end, the municipalities are obliged to identify soils, the reform of the Regulation and strategies in the light of empty homes.
ITXASO has emphasized that this route avoids lawsuits and strengthens legal certainty, promoting a “cooperative and effective” housing policy. He also announced that the Basque director is working on legal reforms for programs such as Gaztelagun or Bizigune, as well as the regulation of houses for tourist use, are linked to these areas. He also emphasized that the figure of the voltage zone is already integrated as a tax criterion for encouraging rent.
The presentation also has the Launch of the WebPortal Eremutesionatua.euskadi.eusA digital tool that offers updated information, interactive maps and practical guides about tension areas. This platform enables citizens to consult which municipalities are being affected, associated action plans and the impact of this figure for both tenants and owners.
The website, available in Basque and Castilian, is part of the informative campaign launched by the housing department to offer public policies to citizens and to promote fair access to fundamental law, such as having a decent and affordable homes.
