In his speech, which lasted an hour and three quarters of an hour, he began by summing up the economic achievements of the second world power and praising the eradication of absolute poverty, which the propaganda assumes to be the main goal of the Communist Party in its century of life. “This will be forever remembered in the history of the Chinese nation and will profoundly affect the world,” he said as delegates burst into applause.

Although Xi showed his adherence to Marxism-Leninism, he insisted on its Chinese characteristics. “To build a great socialist nation, we must pursue high quality growth. Development is the party’s top priority to rule and rejuvenate China (…). Therefore, we must apply the new philosophy to solve our problems and continue the reforms to develop a socialist market economy,” he argued before pushing for his “dual circulation” policy. “We need to promote an opening up of high standards and a new growth pattern that includes domestic and international flows,” he said to calm fears that have arisen in other countries that it will return to a state economy with less weight from the private sector. .

Adding to these fears is the impact on the global supply chain as a result of the Covid 0 policy, which he promised to resolve. But he crushed any hope that the regime would give up its restrictions and controls, backed by Xi himself, saying that “a war of all people to prevent the spread of the virus” is still being waged.

In his opinion, “China’s future is bright”, but he also warned that “we still have a long way to go. We need to be more careful when dealing with hazards, be prepared for worst-case scenarios, with high winds, rough water and even storms.”

Amid the tumultuous international scene, Xi Jinping did not mention the war in Ukraine or his increasingly frequent clashes with the United States and the rest of the West, but he did make clear the importance of national security, citing more than 70 times, and social stability. In his view, both are essential to achieving a “prosperous and strong China” and require coordination of domestic and international, economic, technological and military security. Without giving details, he developed a “new security architecture” that, given the past decade, has raised fears of more internal repression and external expansionism.

In addition to taking pride in bringing “order after chaos” to Hong Kong, where he crushed demands for democracy with a national security law criminalizing all political opposition, he called for reunification with Taiwan, the democratic and independent island “de facto” demanded by Beijing since the end of the civil war in 1949. “Implement the general policy of our party to solve the Taiwan issue in the new era and advance the cause of national reunification. But he also made it clear that “solving the Taiwanese issue is a Chinese matter that we Chinese have to solve.” While assuring that “we will continue to advocate peaceful reunification with the greatest sincerity and the greatest efforts”, he also clarified that “we have never pledged to refrain from the use of force and we reserve the right to make all necessary to take action.” A threat that, as detailed, “is directly aimed at the interference of foreign troops and separatist activities, not at our Taiwanese compatriots.” Poetically arguing that “the wheels of history are turning in favor of the reunification and rejuvenation of the Chinese nation,” he asserted that “the full reunification of our country can and must be achieved, and undoubtedly will be achieved,” starting with with the highest applause from the delegates.
