The declaration contains a great deal of political and symbolic content, but for practical reasons it is not accompanied by additional sanctions against Moscow, as the EU has no legal framework for this.
The plenary of the European Parliament on Wednesday approved a statement designating Russia as a state sponsor of terrorism. The decision of the European Parliament, which was followed by a big round of applause from the members of the European Parliament, comes after Moscow focused its attacks on Ukraine’s civilian infrastructure – schools, hospitals… -. The resolution was adopted by 494 votes in favour, 58 against and 44 abstentions.
The declaration contains a large political and symbolic load, but for practical reasons will not be accompanied by additional sanctions against Russia, as there is no legal framework for this. It naturally presupposes a new European condemnation of the Russian invasion, which “violated international law” with its indiscriminate attacks on the civilian population.
The recent spate of bombings against the country’s energy network has left thousands of Ukrainian homes without heating and water, which the European Parliament also considers a violation of human rights. The resolution also serves as a basis for taking Russian President Vladimir Putin and the Kremlin before an international court for “war crimes.” The statement includes the indictment of more than 40,000 documented war crimes in cities such as Irpin, Bucha or Izium.
The resolution was received with praise from Kiev. Ukrainian President Volodymyr Zelensky welcomed the decision and insisted that Russia must be isolated “at all levels” on the international stage and held accountable for its “terrorism policy”.
The initiative calls for more sanctions from the European Union against Russia, such as “a total embargo” on Russian hydrocarbon and uranium imports and the complete abandonment of the Nord Stream 1 and 2 gas pipelines, as well as progress on the ninth package of sanctions against Moscow . The European Parliament also called for an end to sectors such as diamonds and cryptocurrencies, as well as more individual punishments for those responsible for referenda in Ukraine’s occupied regions.
