European Parliament declares Russia a “promoter of terrorism”

By 494 votes in favour, 58 against and 44 abstentions, MEPs recognize “Russia as a state promoter of terrorism, using terrorist means”. In this context, they ask the Twenty-Seven to take steps at national level, and the European institutions to create the legal framework to implement the designation.

The resolution focuses on denouncing the more than 40,000 documented war crimes committed by the Russian military; in particular the killings of Ukrainian citizens in places like Irpin, Bucha or Izium.

“The destruction of civilian infrastructure and other serious violations of human rights and international humanitarian law constitute acts of terrorism against the Ukrainian people and war crimes”, the European Parliament has complained, which has also demanded a new legal framework from the European Union to protect these states and limit the community bloc’s relations with those countries.

Since the EU legal framework does not provide for the designation of countries as sponsors of terrorism, which exists in the United States or Canada, the resolution emphasizes that the EU has a Mechanism to sue countries using terrorist meanswhich would “facilitate many important restrictive measures and have profound implications for the EU’s relations with those countries”.

The resolution was received with praise from Kiev. Ukrainian President Volodimir Zelenskywelcomes the decision and has called for Russia to be isolated “at all levels” in the international arena and held accountable for its “terrorism policies”.
