52 billion euros in pledges – Aid to Ukraine: Europe overtakes the US for the first time

For the first time since the start of the war, Europe has overtaken the United States in financial aid to Ukraine, according to a study by the Kieler Institute for the World Economy (IfW). As a result, EU countries, together with the EU institutions, will provide almost €52 billion in military, financial and humanitarian aid. The pledges from the US total almost 48 billion euros.

The main reason for the changes is a package of financial support for Ukraine decided by the EU for 2023 and worth €18 billion. The United States has not expanded its overall major aid commitments again. Some funds released by Congress are said to have expired unused since the end of fiscal year 2022. However, the most recently coordinated EU billions have also not yet been released. Against the backdrop of a dispute over frozen EU funding, the Hungarian government is now blocking aid to Ukraine.

Hungarian Prime Minister Viktor Orban himself described the veto accusations as “fake news” on Tuesday Hungary is ready to provide financial aid to Ukraine on a bilateral basis. However, joint EU debts are not the solution, he wrote on Twitter.

Germany is currently the largest donor in the EU
According to the IfW study, Germany has mutated to become the largest donor within the EU. The government in Berlin has guaranteed a total of EUR 12.6 billion in aid to Ukraine (bilateral and pro-rata EU commitments). The German federal government has pledged and delivered extensive new weapons, winter equipment and support services for cybersecurity and war crimes investigations in recent weeks.
