The Court of Audit of the City of Vienna has assessed MA 6 (taxes) and in particular the collection of municipal taxes. Companies have to pay this levy for their employees and the community collects about 900 million euros annually. So a considerable amount.
Now there has been an avoidable failure to collect the local tax, costing the public sector (ie all of us) 1.1 million. And it went like this: In April, MA 6 introduced a new computer system. The data from the health insurer and the Ministry of Finance must come together in this, so that municipal officials are aware of requirements and additional requirements at the touch of a button.
Test phase for IT conversion too short
At first it worked for a while (more or less well). But then suddenly all data from the health insurer and the ministry were gone. Consequence: Additional claims from the years 2014/15 could no longer be collected (prescription). However, this could have been prevented if those responsible had reacted more quickly to the malfunction, the Court of Audit’s auditors concluded.
The money slipped through the fingers of the city. The Court has recommended that the responsible service carry out an adequate testing phase before such major IT changes take place, and adequately document shortcomings. MA 6 praises improvement and explains the shortcomings with the large amount of data and the “scarce resources among the IT specialists of MA 1”. There are no consequences (such as personal ones).
