Cannabis is being legalized in Germany – at least in part. The German health minister, Karl Lauterbach, speaks of a drug policy “with clear boundaries”. According to the politician, a concrete bill will be introduced in April.
In Germany, the possession of up to 25 grams of cannabis and the cultivation of up to three plants should be exempt from punishment in the future. In addition, the federal government in Berlin wants to allow the cultivation and sale of the drug in special associations.
German Health Minister Karl Lauterbach and Agriculture Minister Cem Özdemir presented less far-reaching plans for the legalization project than originally planned in Berlin on Wednesday.
The planned weed specialty shops where Rausch products can be freely sold will not exist for the time being. This should only be tested in a second step and only in a few model regions – with scientific support. The government agreed to this after consultation with the European Commission.
First invoice in April
Lauterbach and Özdemir fundamentally defended the legalization plans, bolstering the government’s argument that the plan was designed to curb the black market and reduce crime. “No one should buy from dealers without knowing what you’re getting,” Özdemir said.
Lauterbach spoke of a controlled supply of cannabis to adults “within clear limits”. The previous cannabis policy had failed.
The new cornerstones for the legalization project that have now been presented are another intermediate step. A first concrete bill to regulate property, self-cultivation and associations – the so-called cannabis social clubs – will be presented in April. After a vote in the government and a cabinet decision, this would later have to be approved by the German Bundestag and Bundesrat.
