The Basque executive plans to launch a new public employment offer in 2025 with almost 1,000 places for general administration. The draft budget of the Department of Public Administration and Self-Government amounts to 166.6 million euros, 5.4 million less than this year.
The Basque government announced on Wednesday the consolidation of 17,000 jobs in the General Administration to put an end to temporary employment, and will convene periodic PEOs to continue the modernization of the General Administration and the “generational change in a sustainable way ” to deal with.
For example, the Basque executive plans to launch a new Public Employment Offer (OPE) in 2025 with almost 1,000 places for the general administration, once the 2023 and 2024 offers have been approved.
The Minister of Public Administration and Self-Government, Olatz Garamendi, has presented in the Basque Parliament the basic lines of her department’s budget project for the next financial year, which amounts to 166.6 million euros, 5.4 million less than this year due to the reduction of European funds.
Garamendi explained that by the end of last year, the process of consolidating 17,000 positions in the autonomous community’s public sector will be completed, of which 3,700 will be in the General Administration.
He recalled that this year the tests corresponding to 138 selective processes for the stabilization of public employment have been completed and that in the future they will be carried out in a different way so that the temporary employment rate does not exceed 8% again .
Budget project
The consultant explained that more than 61% of her department’s budget goes to the running costs of the administration’s buildings and computer systems and another 21.5% to the costs of the 541 people who work there.
The Basque government plans to spend 3.7 million euros next year on improving cybersecurity measures, which represents an increase of almost 32% compared to the investments made in this area in 2023.
In line with what is included in the Strategic Plan for Governance, Public Innovation and Digital Government, Ardatz 2030, the commitment to innovation, digitalization and interoperability will be strengthened, with the aim of moving towards simpler, more effective and more accessible governance for citizens 24 hours per day.
Next year, existing applications such as NIK Patrika Digitala will be improved to make it easier to obtain accreditation for large families, Gazte Txartela, or the TIS for children or the elderly, for example.
General expenses
The general resource costs of EUR 39.3 million include the costs of shared government services, such as energy supply, cleaning and courier services, as well as investments aimed at improving the efficiency and comfort of the facilities.
Unlike this year’s budget, Garamendi has said no “significant” increase in energy costs is expected before 2024. “The indicators are not less favorable than those of last year in terms of the cost of gas (1.4 million) and electricity (4.3 million),” he stressed.
The 40% drop in fuel costs is striking, from 1.5 million euros to 900,000 euros, mainly due to the transformation of the vehicle fleet, with combustion vehicles being replaced by other hybrid and electric vehicles.
Finally, among the public companies linked to the department, the IT company Ejie will have a budget of 221.5 million euros, 1.3% more. The ministry contributes 73.6 million to that budget.
The increase is partly due to the increase in personnel costs by more than 16%, with 57 new positions added to the 49 created this year, and the allocation of 3.3 million in technical installations.
