ELA appreciates the prevalence of Basque agreements in the PSOE-PNV pact, but sees “uncertainty” in their application

The ELA union has ruled that the investiture agreement between PSOE and PNV “explicitly and with a specific deadline” priority of regional agreements above that of the state, one of the historical demands of that union.

However, he believed that the text was “deliberately drafted”. generic and vague on many matters, and does not take as its starting point the indictment of the historical non-compliance with the Statute of Gernika and the Law for the Improvement of the Navarrese Foral Regime (LORAFNA).

According to the union, “national recognition, the powers themselves and the system of guarantees do not bind or bind the PSOE, beyond the will of this party.” However, he emphasized that the agreement includes “explicitly and with a specific deadline” one of the demands that ELA has historically defended: “the priority of regional agreements over those of the state.”

The various points of the text still need to be validated in Congress, and at the moment the position of the remaining government partners is not known, so uncertainty remains about the application of what was agreed, ELA warned.

Furthermore, the union added that the abolition of the replacement ratio and the introduction of templates in the public sector, as well as the increase in their salaries, “provide no guarantees” so that these conditions can be negotiated in Euskadi and Navarre.
