The Basque government has published in the Official Gazette of the Basque Country (BOPV) the decree regulating aid to the youth emancipation program “Emantzipa”.
The support of 300 euros per month can be applied for from February 20 and will be extended for two years to support the emancipation processes of young people between the ages of 25 and 29. As of today, the BOPV includes the general provisions of Decree 191/2023 of December 26.
On average, young people become emancipated with 29.7 years in Euskadi, three years later than in Europe. Between 25 and 29 years old, only 32% own a house owned or rented. The majority of young people in the Basque Country emancipate after the age of 30, and this also applies to them between 30 and 34 (71.5%).
With the aim of accelerating and facilitating the emancipation of young people, the Basque government today approves Emanzipa utilitywhich will be available in February 2024. Below we describe the keys to this new initiative.
What does it consist of?
In direct assistance of 300 euros per month young people between 25 and 29 years old. To get help, the maximum number of inhabitants of the house they receive will be three people. can be charged for a maximum of 24 consecutive months.
The requirements
– Be between 25 and 29 years old
– Applicants’ annual income must be between 3,000 and 28,000 euros.
– Proof of a rental or home purchase contract
– Be registered in a municipality of the BAC for at least one year before the application or prove that you have had three consecutive years of registration in Euskadi in the past ten years.
When can I order it?
Even if the decision is approved today, the aid will be available from February 20.
Will they be compatible with other support measures?
Yes, the Emantzipa program will be compatible including the Gaztelagun program, the income guarantee income (RGI) and the minimum vital income, the supplementary housing allowance or emergency social assistance.
Young people who have rented social or state-owned housing will not be able to access the support.
For how much time?
Support can be received during maximum two years. Total maximum 7,200 euros per person. The support must be used to pay for housing, or to cover costs arising from living outside the family home.
The target
Lower the average emancipation in Euskadi for the year 2030, based on current data (29.7 years) up to 28 years old.
The Basque government expects that more than 15,000 young people will have access to this assistance in the first year and will release resources for this. 53 million euros in 2024.
