The government of Germany has second stage alarm level because of the energy crisis caused by the Russian threat for gas supply, after announcing the warning level last March.
German Economy Minister Robert Habeck has confirmed the activation of the second of the three levels of the national emergency plan, following recent cuts in gas flow from Russia, although he has emphasized that for the time being delivery is guaranteed
“Gas supplies are guaranteed,” Habeck said, but warned that gas “is now a scarce commodity” in the country. “Even though we don’t feel it yet, we are in a gas crisis,” he acknowledged.
In this sense, the German minister has importance of reducing gas consumption in the summer with a view to the following winter and ensured that the government prepared in advance for this scenario, including the start-up of coal-fired power stations
“All consumers, in industry, in public institutions and in homes, should reduce gas consumption as much as possible so that we can get through the winter,” he insisted.
The German energy emergency plan provides for a third level of alarm in case the crisis worsens and market participants cannot handle the situation on their own.
In this situation, the state would intervene in the market and transform the Federal Network Agency into the “federal burden sharer”, for which it would be responsible for determining, in consultation with the operators, the distribution of gas, emphasizing that households, social enterprises or hospitals enjoy protected consumer status.
