The Secretary General of the United Nations, Antonio Guterreshas called for “polluters to pay” and has called for taxes on shipping, aviation and fossil fuel extraction as an innovative way to help poor countries finance the costly climate transition.
“Polluters must pay,” Guterres said keynote speech in the United Nations Framework Convention on Climate Change (COP29), which is being developed in Baku (Azerbaijan).
Guterres has emphasized the urgency of making decisions: “Let’s listen to the ticking of the clock: we are counting down to limit the temperature rise to 1.5 degrees, and time is not on our side.”
