Russia’s invasion of Ukraine draws the attention of the top G7 heads of state and government at a luxury hotel in Elmau, next to the German mountain town of Garmisch Partenkirchen, where it started its debates this Sunday to address other issues such as climate change, globalization, world hunger and other crises on our planet. The President of Ukraine, Volodymyr Zelensky, will virtually join the meeting this Monday via videoconference.

The G7 became the G8 in 2002 after they invited Russia to join the exclusive group. Cooperation with Moscow came to a drastic end after the invasion of the Crimean peninsula, which had until then been in Ukraine, in 2014. A return of Russia to this form is currently unthinkable given the military offensive the Kremlin is currently embarking on. Ukraine is developing. It has now also become a forum for democratic countries and on this occasion the heads of state and government of Argentina, Indonesia, India, Senegal and South Africa were also invited to participate in one of the sessions. The White House announced in advance that the United States wants to increase pressure on Russia and that it will make a series of “concrete proposals” in this regard. The Chancellor and host of the meeting, Olaf Scholz, will propose measures to provide long-term support to the invaded country and the elaboration for the reconstruction of Ukraine of a “Marshall Plan” as applied in Germany and other European countries after the WWII. The economic consequences of the war are also on the agenda of G7 leaders, such as inflation and issues of energy and food shortages. The head of the German government wants the event to be used in equal measure to support democracies around the world. “Our concept of democracy falls short if we focus only on the classical West,” Scholz said before the summit, justifying the invitation to the rulers of five countries on three continents. The social-democratic politician will also present the idea of ​​a Climate Club to his guests, in which countries agree to jointly achieve minimum standards to combat global warming.

The small valley of Elmau, about seven kilometers in a straight line from the Garmisch Partenkirchen ski area, has today been transformed into an impregnable fortress. More than 18,000 police officers and special units of the federal army ensure the safety of those present, who, in the case of the heads of state or government, arrived at the meeting place by helicopter after the landing in Munich. Local authorities have indicated that about 15 protests against the rally have now taken place. The first, held this Saturday in the Bavarian capital, was a disappointment to the organisers. Faced with the 20,000 announced attendees, no more than 5,000 people attended, peacefully protesting across the city. The so-called “black bloc”, far-left activists who feared their violence, was only there with about 150 in attendance, organizing some skirmishes with the security forces, described as anecdotal by the police.

Due to its protection features, the summit repeats the 2015 location when then-Chancellor Angela Merkel received her guests, including Barack Obama, in the idyllic alpine setting. Scholz himself seems to have promoted the repetition of the nomination site in order to avoid embarrassment like that of the 2017 G20 summit in Hamburg. Then the chancellor was today the mayor of the port city, where days of extreme violence were experienced by left-wing extremists from across the continent. In El Garmisch, where a protest camp with a thousand people has been allowed to build against the top, the presence of elements known for their violence has so far not been detected. Nevertheless, the police and the judiciary are prepared for this possibility. At the foot of the slopes, a city has been built with containers in which two dozen prosecutors and judges will immediately dictate justice and whoever commits a crime will be locked up in temporary cells.
