Construction warns of slowdown in calls to renovate houses with European funds

Andimac, the employers of the building materials sector, asks for an extension of the conditions for fiscal support for energy rehabilitation works

It is one of the pillars of the Recovery Plan that provides access to European funds. Renovating homes to gain efficiency has become one of the major goals of the energy transition that will guide the national roadmap for the coming years. But despite the fact that this aid was approved months ago, in October 2021, the sector is in danger of encountering serious problems due to the delay in the implementation of the investments.

Against this backdrop, the National Association of Distributors of Ceramics and Construction Materials (Andimac) has requested that income tax aid be extended beyond December 31 to encourage this type of work, amid the government’s struggle with a new package of measures. to assess the impact of energy costs on Spanish households.

The employer regrets that the tax deductions for rehabilitation works will end this year, while these Rehabilitation Plan aid programs, endowed with EUR 5,520 million, have not yet started. And he warns that European funds this year will not be effective in promoting this type of work.

In this sense, Andimac believes that the validity periods of the tax deduction should at least coincide with the deadlines for the closure of the operations for the implementation of the energy rehabilitation works. They recall that in practice the sales phase of the rehabilitation projects will end in December 2023, although their implementation could be extended until 2026.

For this reason, they propose extending the deadlines for closing energy rehabilitation operations until at least December 2024. “Currently they expire in December 2023 and in practice only seven communities have made their calls, so many have not yet done. ready to launch the aid”, they indicate from the employers.

In other words, the tax deduction approved in October 2021 -financed by European funds- to provide coverage and speed up decision-making on the execution of the works will end when the plans at the level of the Autonomous Communities enter into force.

To overcome this contradiction, Andimac requests that the deadlines for applying the deduction parallel the deadlines for marketing the projects, at least until December 2024.
