External clubs will only be allowed to go to schools for sex education next school year if they have been inspected. The Ministry of Education then lists the relevant clubs online. The background to the new procedure was discussions about the Christian sex education association TeenSTAR.
Among other things, the training material presented homosexuality as a curable identity problem and masturbation as harmful. In addition, no sex before marriage and natural contraception were advocated. The incident became known at the end of 2018 and, according to the association, the materials have since been revised.
Sex education clubs must register next school year and undergo extensive vetting before the Department of Education lists them in a web tool. No one should be excluded in advance, it said. To guarantee quality, four members have already been appointed, the Ministry of Education announced in a broadcast. These include the psychologist and educator Josef Christian Aigner, the psychotherapist Martina Leibovici-Mühlberger, the head of the Institute for Family Research Wolfgang Mazal and Uwe Simon from the Didactic Center for Biology and Environmental Studies at the University of Graz.
They assess both the technical and didactic quality of the offers. In a meeting they would then have to choose a fifth member for their new tasks. Work will start next school year.
