Without ITV or DGT label: the cars that can circulate without restriction in 2023

Date:

The DGT has drawn up a new regulation aimed at historic vehicles

While it appears to be a mandatory requirement for all types of vehicles on the road, there are some that will soon be exempt from having the ITV up to date and also the DGT label required by some cities to access their most central streets. These are historic vehicles, which meet one of these requirements: they are more than 30 years old since their production or first registration, they are included in the general inventory of movable property of the Spanish historical heritage, they are declared as cultural property importance, they have been part of historical events or belonged to personal history, or can be part of a collection because of their particularity.

The new regulation envisaged by the DGT, designed to be in line with European legislation, has differences from the current one, aimed at facilitating the circulation of these vehicles and promoting their conservation. It is estimated that there are currently around 47,000 historic cars, a number that could rise to between 1 and 2 million with the new regulations. One of the main facilities to achieve the category is the reduced cost of the process of cataloging it.

One of the innovations in the regulation is that it exempts vehicles registered before 1950 from having to carry out the ITV inspection, which is already done in the UK, Sweden or France. As well as these no longer need to pass recognition, those registered after 1950 will see their ITV increased from 2 to 4 years, during which safety elements they did not have when they were manufactured, such as the seatbelt, will not be required .

The scheme also looks at the possibilities of circulation in cities. The decision will be made by the municipalities, but it is generally maintained that the regulations allow the movement of these vehicles even in the low-emission zones that many cities already apply. The main reason is that most of these cars are only used for about 30 days a year and are a tourist asset to the city.

– Possess a driving licence, ITV card, insurance, number plate and distinctive historical registration.

– Meet the speed limit that appears on the ITV. In cases that cannot exceed 40 km/h, they must drive on the verge; those who do not exceed 60 km / h cannot access highways and highways.

– If they do not have lighting and signage, they cannot circulate in cases where these elements are needed
